Prevent focus "stalemates" on Android

* java/org/gnu/emacs/EmacsActivity.java (invalidateFocus1): New
argument resetWhenChildless.
(invalidateFocus): If a toplevel window has no focus window,
transfer focus to the toplevel itself.
